Summoner spell cooldown reduction from Cosmic Insight or Ionian Boots of Lucidity can reduce it below a threshold, the only current example being Flash's cooldown being reduced to 150 seconds in ARAM, making it fall into the medium bracket, causing Nimbus Cloak's activation to only grant a 20% movement speed bonus from it.
